What are "seed wigs"?

But a person cannot live on "seed wigs" and sponge-cake and butter-
buns--not even when the sponge- cake is as good as Timothy's!

Butter-buns are obvious, seed wigs are not. Thanks for the
definition.

As a 'seed cake' used caraway seeds it would seem reasonable
that a 'seed wig' was a small caraway cake. Sounds good to me.
