At the park the other day I noticed someone ride by with a water bottle cage attached to their handle bars. They did not have aerobars. My wife isn't comfortable reaching down to grab the bottles where they are, and the seat cage is a no go. Does anybody know where I can get such a thing? Or a bracket to make it possible?

There are several types of brackets that can be attached to the handlebars that will hold a standard water bottle cage. Here's a Minoura multipurpose bracket:

You could probably fabricate a bracket from aluminum stock without too much effort (cover your handlebars with something/anything to keep the clamp from marring the surface).
A hydration pack, while sometimes uncomfortable in warmer weather, might be another option to consider ... Camelback (and, probably others) makes one which is worn as a [censored]-pack ... or, you could just buy the particular bladder (heck, any hydration pack bladder) and stick it in your own [censored] pack.
