Sure, as long both rims are OK you can mix and match to your heart's content.

Well, no. First priority should be to try to straighten (truing) the wheel. A good mechanic can salvage even wheels that are badly bent out of shape. Next step is rim replacement, possibly followed by whole or partial spoke replacement(depending on preference, extent of damage, and general condition of the wheel). Then again, wheels can occasionally be bought new at a price that makes every attempt at repairs uneconomic.
