I have an under seat steering (USS) Vision R-44 with the handlebars reversed so they point forward & upward like bull horns. I'm in need of new shifters, and wondered if anyone had seen a successful bull horn bar setup -- what type of shifters were used?
Presently I'm using the original twist grip type shifters, and would love to go to something else. My guess is that barcon shifters (my favorite) would hit the seat bottom in sharp turns when in low gears. I've never had any other kind of shifters, so really would like some advice from someone who has seen a successful bull horn bar setup.
I happily use BarCons on my Vanguard in an arrangement similar to what I understand you describing. I would note that one seldom turns the wheel far enough while riding to interfere with the seat. My tandem recumbent with USS is quite limited in the steering angle.

And I've got the next gen - Longbikes Slipstream. Also with barcon shifters. Wouldn't use anything else.
