Check with the local building departments. They usually keep drawings
indefinitely (except single family residential). The drawings are
usually on micro-film and you are usually not allowed to make copies but
can make as many notes and sketches as you want.

I live in Indianapolis and race there, so I can offer the following
suggestions.

The velodrome is operated by the Indianapolis Parks and Recreation. I
don't have a contact number for them, but you might look them up.

Linda Fink is the velodrome director. She may have some information on
who might know where to find them.

There is a plaque on the wall on the exterior that denotes the
architect and designer (at least I think I remember seeing that). I'll
be out there next Wednesday night and I'll take a look.

I had emailed previously to sending out this first posting to the group a
email to Linda Fink and her reply was she doesn't have access to documents
like that and only pointed me to the pdf of the complete park.
She also doesn't have any knowledge of who drew the blue prints or where
they might be located.
If you could find the architect and designer that would be of help.
