If road tires with 120psi could be run on this road rim, then you should be
fine with 3.5 bar (51psi).

You might have a 650c rim instead of a 26" rim. The difference in diameter
is roughly 571-559 (12mm). The rims themselves should say exactly what size
it's made for, either 571 for 650c or 559 for 26". If your tire will fit,
then I wouldn't worry about it too much. It might go out of true a little
more than usual, especially at a 295g weight! Also make sure that the tire
is seated in the bead well... sometimes the bead doesn't quite make it into
the groove. Spin the wheel and watch the rim/tire junction to check for
this.
I just checked the website and they make a 26x1.5 Razor, so you might have
the right one after all.

You won't notice a speed difference on the road unless you actually increase
your tire pressure. The width of the rim only affects the volume of the
tire/tube.
