i have got good wheels (sas halo) and near full xt so i need good but not expensive frame - i wish to spend no more then 200£ but...

In my experience the IoW doesn't have anywhere that really needs a full DH frame. You will get a better frame if it is front suspension only.

eBay's a good place for used frames, especially if money is tight. Obviously, be careful buying a second hand DH frame, it may have crash damage.

For the IoW, yes. Now is a good time to look around the rental shops and see if they have any end of season bargains. You could even try renting one or two and see if you prefer FS or a hardtail.
Some great cycling and lots of it - get yourself the 1:25,000 scale ordnance survey map of the island, look for the white roads and byways (dashed red lines) and go out and explore. Watch out for wet chalk in winter - it can be like riding on ice.
