One suggestion is the Scottish Cyclist Union website at www.scuonline.org
It Isn't a saltire or lion rampant but it does say Scottish cycling. Alternatively Prendas Ciclismo in Poole sometimes have odd national items. They are at www.prendas.co.uk they may be able to help. I do have some coolmax saltire socks so items are out there.
