I'm looking at building a 29er what do you think the best tire size is
for commuting on the street, What size would be good for dirt?

Schwalbe Big Apple 700c x 60mm. It's the fattest road tyre out there and
it's what you want for road riding. Put lots of pressure in it and
you'll get a fantastic ride.
Narrower tyres are kind of fun to play with, but if you're commuting,
the big apple will be faster.
