I'd say that depends on whether you're trying to track the beneficial training effects, in order to feed CTL, PMC, etc. for predicting performance; or just track the added stress on your body, for health or sufficient recovery.
If the former, I'd say don't include the strength training workouts at all as that would screw up the ability to predict performance from those charts.
If the latter, I'd say do it in the same manner that you might track yardwork, a stressful deadline at work, a week where you didn't get much sleep, etc.
Edit: Just to expand a little, the ability to use PMC as a performance predictor depends upon the composition of the TSS points that make up the training load (CTL). It assumes that the TSS points actually correspond to beneficial training in the activity for which performance is to be predicted. As one deviates further from that assumption, PMC becomes less useful as a performance predictor.
For tracking stresses that do not corresponds with beneficial cycling training, I would suggest it be done separately from WKO+ so that CTL scores do not become over-inflated with junk stress. For example, after a hard day of yard work, I might tell myself that I should cut my cycling workouts the next couple days to allow sufficient recovery. That's a no-brainer, but there's no reason to put those yardwork sessions into WKO+ where they will show up as beneficial cycling training.
