Track bike newbie needs help

Best deal is probably to buy a Bianchi Pista Concept frameset and build it up. I've seen problems with the Fuji BBs and the langsters are pretty much [censored] for a serious track rider (LOTS of flex in rear tri and bb when sprinting).
How much can you spend?

I'm looking to spend less than $1500, which is already going to be hard to convince the wife (anyone else have this problem?). I have also looked at Spicer cycles, Olmo, etc. (the easy ones to find on the net). The Bianchi is a nice bike, but may be a little too pricey. I would really like to find a used but acceptable bike around $500 so I can try it, and then buy up if I really like it.
