You imply that the reason for low raptor numbers is the fact the ground is
shot over. The West Highlands is shot over also. The lack of wildlife you
saw is the same reason raptors don't thrive as there's nothing for them to
feed on.

There is an abundance of natural prey in the eastern glens for the big
raptors, birds of prey would thrive here if allowed. For starters there is
an unnaturally high population of grouse, just the thing if you are a Hen
Harrier. So I can only think of a couple of reasons for the lack of this
bird, either all the Hen Harriers have become obese with the rich pickings
and have all died from heart disease, Or, the shooting estates have got rid
of them!

The shooting on the west coast is mainly deer and therefor there is no need
for shooting estates to persecute the big raptors, hence you regularly get
to see eagles, buzzards, Harriers etc when tramping the western tops
