You need the size that fits you best.Shooting from the hip I'd say a 54, but a 52 or 56 might also work for you.

Some of the online fit calculators will tell you what size you need for which use. I don't remember which ones though.
I believe you generally want a touring frame to be a bit shorter than a sport or racing frame because the weight of your torso doesn't tire your arms and shoulders as much.

I'm 5'8" and have a 19" frame that fits fine. My wife is 5'5" and runs the same size.

Go get fitted. It is well worth the expense.
