Tire to wheel sizing

I am currently riding a cheap road bike and it has 700x28C tires on the rims. Can I just put 700x23C tires on the rims or will the rim be too wide?
 
Well my old tires ore on the rims now and I reallt don't want to take them off unless I have to. On the tire the label says:
28 x 622 (700 x 28C - 28 x 1 5/8 x 1 1/8) Does this help any?

No. Measure the rim width, between the braking surfaces, it will be 19mm or 25mm. ;)
 
Outside surface across to outside surface looks like 20mm so I guess its 19mm. Inside to inside is like 16mm.
 
Ok so can I use a folding bead tire on any type of wheel or does it have a certain type.

Bead, wire or kevlar, both are OK.

Try to find tyres with Kevlar belts. ;)
 
ok, I just didn;t know since my tires now are not the folding type. I had 2 flats this morning on my ride and had to cut it short so I think it is time to change them out!
 
You did not say what kind of cheap bike you had. Some older bikes imported here had chrome steel rims and 700C wheels. These rims may not have a hook edge. You simply have to deflate your tire and see if there's a raised ridge inside the rim, a millimeter or two in height. I have found that non-hook-edge chrome steel rims won't even hold some wire bead tires well, like Vittoria Zaffiros. The tube blows out.

You don't have to take your tire off, just deflate, reach inside, and see if there's a ridge.
 
my bike has Vitesse rims that are the deep v aero style and I just went out and checked and there is a ridge on the inside so I guess I am good to go!
