ok...this might be an easy question for you to answer, but not for me ?....well I know the size of tire I have on my bike is a 700 x 25c ...I am wanting to put a set of color coordinated blue tires..but they're 23c ...my question is can I put those size tires on my bike or will I have to get new wheels for the 23c...thanks

Yep. you're all set. just make sure you get the right diameter (650/700) and you will be fine. I would, however, reccomend that you not simply replace tires for asthetics, but consider the quality of rubber that you're spending the money on. personally, i just got some michelin pro tires which have incredible grip and low rolling resistance (and they even come in colors!) If you don't know what will work well for your riding style, ask someone who rides a lot or a member of the staff at your LBS
