HEY! Don't knock split paws from the cold and salt, it got us the best damn dog we ever had. Her name was Sandy, a shepard/collie mix. We found her while we walked to the gas station to pickup my dads car, and she followed us, then chased the car the 1/2 mile home. At first it was "please let her stay in the breezeway?" I was still wrong of her previous owner to abuse her that way, by not caring for her, when it was their responsibility. But I am glad, in this case, she found a new home. Nevertheless, your story reinforces the importance of animal welfare laws.
