After the David Millar doping affair, there was talk that Tyler Hamilton might retroactively get the stage win for last year's final TT, having placed 2nd to Millar. I don't believe Armstrong is doping, but with all the accusations going around, if Armstrong was caught doping, or admitted to doping all through the past few years... does that mean that he would be officially taken off the record books for those tour victories? That would mean the perennial second Ullrich would actually join the elite 5-timers club, and could even become the first ever 6-time tour winner himself next year. And even poor Beloki will have fulfilled his lifelong dream of winning the tour. Ehh... I guess I'm just trying to add some excitement to the race for second, which is sadly all we're gonna have this year.

I don't think this scenario is likely. But in any case, the only times that victories or medals have been reassigned have been when a person either tests positive at the event, or admits to being doped at the event. Speaking now of most Olympic sports, not just cycling. The only example I was able to come up with last week is Jerome Chiotti's renunciation of his MTB world champ medal several years after the fact. The UCI eventually awarded it to Thomas Frischknecht, but only after Chiotti basically embarrassed them into it.
Other people have already pointed out elsewhere that Ullrich has come in second to Armstrong only 3 times anyway. OLN has a promo which trumpets his 5 second places in a way that is a little misleading.
