The Metro (I know, I know) had a short piece and photograph of a steam powered bicycle. It seems it
was news to them but not that new to the world...

Though the article here mentions paraffin while the Metro article mentioned petrol and a top speed
of 20mph, so maybe it is the latest version. How would existing legislation treat such a bike?

I'm no expert on engines or steam power. There seems to be some of the workings on the crossbar.
What does that part do? More importantly what are the chances of it malfunctioning? It's in a very,
very bad place for excess steam to start shooting out.

It would be in a very bad place for steam to start shooting out indeed, but I think it's only the
paraffin tank. Even then I don't think I'd feel safe riding it, and it seems it only does 8mph!
