But with the TTT as stage 4, it is almost a certainty that all squads would still have at
least 5 riders.

The rules are silent on the matter except to say that the commissaires/judges may vary the rules to
suit ~special circumstances~

And let's face it a squad with less than 5 riders would be under a heavy enough penalty that I can't
see much wrong with taking the team's time as that of the last rider to cross the line.

The posted rules for the 2003 race are obviously incomplete, as a comparison with the 1997 posted
rules makes clear. Obviously missing, for example, are the time limit criteria.

Unfortunately there was no TTT in 1997 and thus the rules of this stage aren't covered in
those rules. I SUSPECT the time of the last finishing rider is taken if fewer than 5 riders
finish the TTT.

For <5 riders, time is taken on the last rider. Also has the time limits, BTW.

It would show an un-French lack of precision to have no rule covering this eventuality.
