I think you'll find the ASO is quite content with the UCI rulebook, it's the UCI rulers they can't stand.

I thought they were running it under the French national organization which presumably has much the same rules as the UCI.
Having said that, it would make the race more spectator friendly if the sprinters were allowed to headbutt and throw water bottles at each other.
