Stuck compression plug

Good advice Robin and that's what I worked out after a night's sleep. I
read other threads here and the first problem with the adjustment
checked out to be that the steerer is not cut short enough. Hence when
I torqued the bolt, the top plug was touching the steerer. I took the
cap off my old bike and it has a flat bottom and sits away from the
steerer. Peachy now - am about to go for my test ride.
