Hello,
Has anyone in their travels seen a stem that is for a 1 inch steerer and
31.8mm clamp size, that is also black? (Without using a shim, i have
found alot for 1 1/8inch steerer)

Correct advice. The shim issue is not an issue. I've done it.

yep, nothing wrong with shims. I have 3 one inch bikes with shims.
Many stems come with shimsas the other guy said, you can paint it or get a balck one if it's the fugliness that bugs you
