I bought a Giant OCR 2 a couple of years ago as a way back into cycling ( budget road bike of the year 2001?)
the head set is "integrated " with a 14cms stem ( branded as EXT Giant Pro )
I want to have a shorter reach -- say 9 cms but cannot find a short stem that would fit this system?
From that description, I would expect any 1 1/8 "ahead" stem to fit the forks. You'd probably need a "road" model with 25.8 or 26.0 handlebar clamp diameter. Angles vary--you may want a stem with plenty of rise if the fork steerer tube is short (is not extending above frame much)--see the Ritchey range (see their website for full details); upside-down Deda Zero might be another option if you can still find one.
The double jointed Look Ergostem is good if you're not sure what length and rise is needed as it can provide just about anything, though is heavy and expensive.

Am I missing an obvious product somewhere -- or do I have to make more changes to the whole set up , just to shorten my reach ?? Roger C
Sounds silly . What does your local bike shop say ? the normal problem is to find anything over 12 / 12·5 cm - smaller is usually real easy 😕 if one shop can´t do anything , what about trying another ??
