  3. It's center to center but if i remember right from previous discussions there isn's a standard if
    the length should be measured along the stem or parallel to the ground.

    Since the stem manufacturer has no idea at what angle the stem will be mounted (i.e. the angle of
    the fork steerer tube), how can they know what is parallel to the ground?

    All stems are measured from the the center of the handlebar to the center of the steerer, along the
    axis of the stem extension.
