    Even for a tough mountain stage, this is a very low average. I wonder
    what was the last Tour stage with a <31km/h average.

    Hmmm. Off the top of my head, I'd guess last year's ITT up Alpe d'Huez.

    That's off the top of my head. I'd check, but I drank a little too much
    ice cold water last night and it's affecting my abilities today.

    Its more likely what you mixed with the ice cold water that affecting your
    abilities.
