Whenever I turn my handlebars, my headset makes a squeaking noise. I have been trying to isolate the problem. When I squeeze the Dust Cover on the headset, it stops squeaking. Does anybody know what this problem most likely is and how to fix it? The bike is a Felt that is just over a year old.

Put a drop of grease where the dust cover makes contact with the headset. Don't use any thin oil because if it gets into the headset itself, it'll start to break down the grease in there. If that doesn't work, strip the headset completely, re-grease everything and put it back together. -
are you sure it's not the cables being stretched from side to side (I observed this today when swapping stems)? Try holding the cables extending from the sides of the hoods as close to the bar as possible - this will eliminate any 'flexing' noise from the cables and prove it is the headset.
