Might be an idea to concentrate on what'll seem reasonable to a larger
number of the people who might be listening. So concentrate on adequate
provision for bikes off-peak (it's hard to object to that in a reasoned
manner), and argue your case for peak time provision separately.

I travelled on Chiltern Trains yesterday.

Top marks - not an eyelid batted as staff let me through the barrier at
Marylebone.
Multi-purpose space in one carriage, plenty of space for the bike.

Plenty of commuters seem to arrive on the train then set off by bike.
I'm sure they must have some (reasonable enough) peak time restrictions.
The platforms at Marylebone, behind the ticket barriers so casual bike
thieves cannot get near them, are full of bikes, many looking like
hack bikes which commuters leave there overnight.
