I understand that South West Trains' franchise is up for renewal. Is there an appropriate contact at whichever government body allocates these franchises? Specifically I'd like to ask that any renewal be conditional on SWT providing more spaces for bikes, especially at peak times.

Might be an idea to concentrate on what'll seem reasonable to a larger number of the people who might be listening. So concentrate on adequate provision for bikes off-peak (it's hard to object to that in a reasoned manner), and argue your case for peak time provision separately.

Plenty of commuters seem to arrive on the train then set off by bike. I'm sure they must have some (reasonable enough) peak time restrictions. The platforms at Marylebone, behind the ticket barriers so casual bike thieves cannot get near them, are full of bikes, many looking like hack bikes which commuters leave there overnight.
