I'm a Korean who works for a korean bicycle magazine.
Even if now I'm living in Italy. 😉As I know, in 2006, there were just 3 road races in Korea (one was in Kimchon, another was in Jeju island, the last one was in KangWon). It is shame but the situation is just like that. 😠
Now I'm in Italy. Here there were 222 amateur road races (gran fondo) in 2006. Fantastic!
I'm sorry I can't give you more information. But if you want to know about the racing news in Korea, you can find the bicycle magazine in a book shop near you. The name of the magazine is "Bicycle Life". Naturally it is written in korean, but I believe that you can get some information that you want.

The racing in Jeju was a hill climbing one. Climbing Jeju 1100.
(anyway in Jeju, there are several ironman races.)Another hill clibming racing is the "DaeGwanRyoung".
