Let 'em dope. Then test every rider after every stage. Have penalty
time, 15 minutes for this level of epo, etc. No podium, no winner declared
after each stage. A month after the Tour, have a dramatic announcement on
who won each stage, and the Tour. Commentators could point to someone in
the middle of the peloton, and say that he could be the virtual leader of
this race, if so and so in front is doping. It would be exciting.
