By "bibs" do you mean race numbers? Otherwise, I'm lost.

yes- race numbers- I was told that it keeps the jersey from getting torn up

You can buy a race belt that has snaps on it or other styles of clips. This is elastic and goes around your waist. These are generally available at Tri or Running shops.
These are great for Tri's or Du's but if this is for cycle racing then just using pins is your best bet.
