The way I read it, the sentence "While deploring the use of it in cycling, those who have profited from it and escaped punishment are rich and famous." the rich and famous in question are those atheletes in other sports who have obviously doped (certain baseball, american football players), escaped punishment because there isn't any real punishment for doping in those sports, but have been critical of doping in cycling... I can't bring to mind anyone who fits this description, though.
However, I can see where this sentenct might insinuate that the rich and famous cyclists escaped punishment for doping, and these rich and famous cyclists have deplored the use of doping in their sport.
