Untick 'libraries' and tick 'ROWs' or 'long distance paths' or whatever you fancy. It runs like molasses for those of us with no access to broadband, however a little creative Java programming should be able to liberate the underlying Arcgis database onto your PC (not me, I promised not to).
Warning - it doesn't work very well (yet) with Firefox (seems to fail to refresh; doesn't respond to click on screen when doing 'find nearest' etc.) so you will probably have to use Internet Explorer.

Works fine in Maxthon, which it should since it uses IE. Maxthon is in fact a vastly superior shell for IE, so you get all the basic IE features and compatability, but loads more besides, including tabbed windows, saving and loading groups of links, built-in filters for pop-up windows and other [censored], and loads more besides.

Don't know if it will work in this case, but I've noticed several cases in Firefox where a failure to respond to a mouse click to a new screen happens when you actually move the mouse, so the activation sequence is click-then-move-mouse. Sometimes when a screen has multiple sections loading separately and hangs up again another mouse move will cause it to start up again.
