I have a Specialized Allez double 07 and I want to replace the front chainset and bottom bracket with one of the Hollowtech Tiagra 07 compact sets. Given that the rear cogs are 8 speed and the Tiagra set up is 9 speed, will these co-exist okay?

It'll work fine. You'll need a careful front derailleur adjustment and, if it was my bike, I'd check the chain length.

As I always say... you can slap on any road crank as long as you get the corresponding BB axle. Doesnt matter whether you use 5,6,7,8,9 or 10 speed coz these things dont think for themselves.
