I just bought a Serfas Floor Pump and was pumping my tires and the guage showed 120 psi which was my target but when I felt the tire, it wasn't filled enough. The other tire was when the guage showed (or peaked at) 120.
Is there a proper technique to pumping? Do I pump all the way down? When do I know its the right pressure? At the peak? Because when I pull up the pump the pressure reads lower then I push down the pressure hits a peak.

No such thing as a dumb question. The air needs to be going into the tube otherwise you will be getting the air pressure reading of the pump and not the tube/tire. Make sure you have unscrewed the little valve thingy on the top of the presta valve before you try to attach the pump to the valve. Hope this helps. Good luck.

Make sure the presta valve is undone, then blast a little bit of air off it to make sure it's not sealed shut before you attach the pump nozzle.
Sometimes the tube will refuse to unseal the valve as you pump it all up - you end up at 180psi which is the pressure in the pump hose. Eventually you'll hear it crack, the pressure will drop to the tube pressure and you'll be able to fill it up properly.
I've had differing experiences with different tubes; some of them permanently stick; others never stick (having good luck with a Continental tube at the moment).
