Seeking track bike/frame

Hi gang,
In need of a good starter track bike, or frame that I can build up.
Need something in the 54-55cm range. Looking to do this on the cheap,
so no $500 frames, please. Material is unimportant, cosmetics are
secondary. A good solid frameset/bike is all I'm after. Have some
