What does that screw onthe V brakes do( the one at the bottom, both sides of the V brakes thingies)?

They adjust the tension on the return springs that keep the pads away from the rims when you aren't braking.
If your brakes start to rub on one side then you can turn the screw in a bit more and it should fix it.
