    Yes, on July 1st. The only remaining gotcha is "the statutory rights of
    access will come into effect on a date chosen by Ministers – expected to
    be in late autumn 2004".

    Check on http://www.snh.org.uk/ for a copy of the approved Access Code.

    The final part, the Scottish Outdoor Access Code, was rushed through after
    the Committee examination stage so it could be presented to the main
    parliament on the last day of the parliamentary sitting. It was passed
    without debate.

    At the time, the minister said this rush would allow the new powers to come
    into force by the end of the year, and I believe it will be sometime in
    December. The delay at this stage is to allow SNH to prepare publicity
    material to educate us all on what our rights of access are.
