Correct. I know for a fact, personally, as part of what I did when in
scientology was store the auditing files. They are not kept secure at
all. In fact, former PC files are routinely given out to uditors in
training for study. Typically, the files contain a great deal of
sensiteve "confessional" material. However, a good case can be made to
describe the entire operation as a fishing expidition for blackmail
material, all at the expense of the dupe.

That's the way hubbard thought about it.

getting them to give him money. My father routinely used false
threats and [information from confessionals] particularly about
crimes people had committed to extort money from them."
