Salsa quill stem appropriate?

  1. I have an aging Univega Activa. It appears to be an early hybrid.

    I am more accustomed to a lower riding position, and would like to swap the original stem for something with more reach and a lower angle.

    This Univega has a threaded steerer. The diameter of the stem quill is 7/8".

    I have seen the Salsa quill stem, which appears to be ideal. Salsa lists their sizes as 1" and 1 1/8". Does this refer to steerer OD? Or am I out of luck?
