Recently bought another 2nd hand bike to have some fun doing it up. The front deraileur is extremely stiff from the years of ill maintenance, and it appears the spring has rusted. Any ideas on how to rehabilitate this?

You can try flushing the stiff areas with a penetrating lube such as WD-40 or Triflow and work it back and forth to see if it will loosen up. Otherwise, FDs are pretty cheap. For a second hand beater, you can get a functional FD like a Shimano Sora for as little as $20 (maybe even less).
