I think most folks on rollers are there to improve their form more than their fitness, in which case cadence would probably be more important than speed. Get the cadence right and then pick your gear (and, thus, speed) based on the resistance level you're seeking.

when im riding my rollers i focus mostly on creating that smooth spin, im usually going 16-19mph when i focus on spinning. When im doing my intervals i got from 16-19 to 23-29 depending how long i intend to maintain the high speed etc...
Adding a resistance unit to your rollers would help take into account 'wind' resistance when on the rollers if your after more than good technique and interval training.

tempo rides at 35mph in top gear. i wish 35mph on the road was 240watts!
most of the time i am riding easy at 13-14mph doing recovery rides. 14mph on rollers is about 14 on the road.
