I need a new set of road pedals & shoes for use in everything from touring to around town (walk ability and comfort is very important, weight isn't)
If walkability is important, then get MTB pedals (any brand/model). Buy shoes that fit you. Stiff shoes are more efficient. Flexy shoes are easier to walk in. "Comfort" depends on how much riding vs. walking you plan to do.
Is there anything less expensive out there ? I have a pair on Nashbar shoes/pedals that were $ 25.00 just a few years ago but their shot.
I have to remind myself that those prices are in american dollars and not canadian pesos. Still, that sounds like a very good price. However, you do realise that they appear to be LOOK work-alike cleat pattern. For walk-ability you might be better off looking at plain-old SPD.
