I need to re-tape my rims. My friends tell me that electrical tape will work just fine. I'm new to this, so I don't know. Can you give me pros and cons?

Electical tape works fine until the high pressure of the tube stretches & damages the tape - bang ! It might be OK for low-pressure tubes, at least for a while, but never use it on proper racing/training wheels.
Any bike shop should be able to sell you either cloth tape or the cheaper rubber strips.
Cloth tape is far better. Electrical tape can deform into nipple eyelets, and even if it doesnt, it can go sort of brittle over time and may rub on your tube, eventually causing flat
