Not entirely convinced by your last paragraph. Paramo stuff works by
the inside pumping out water faster than it gets through the outside,
and the rate of flow to the inside will be higher if the proofing has
gone, so you've more chance of getting damp.

Hydro-dry is a coating, IIRC working in conjunction with a light
proofing on the outer the same way that Goretex et al does. To check if
it's still waterproof draw a section loosely over a bucket and make a
pool of water in it to give a hydrostatic head. If it leaks through
it's no longer waterproof and will leak even if you redo the outer.
"Reproofing" doesn't actually formally waterproof coating/membrane
jackets, it just helps delay the onset of the outer fabric wetting out,
so is more about breathability than formal waterproofing.
