I may be in the market for a relatively cheap bicycle repair stand.
Are there any which allow immobilizing the cranks (so that removing
pedals etc gets easier)?

They all do! Just tie the crank arm to the stay...Actually, if you're lucky, you don't even need this. Have the wrench
not quite parallel to the crank arm, then squeeze them together. (Not
always possible to have this alignment, and sometimes a pedal is too
tight for this. Othewise...) -

stand.For pedals, get your wrench in line with the crank and hold
the other crank in your other hand. That multiplies
leverage siginificantly.--
