Reflective paint for fabric?

You can buy it as rolls of reflective cloth tape and sew it on. You can also
get it as adhesive tape but I don't think that would last on clothing.

Probably reflective transfer foil, in point of fact.

That's one way to do it, but that method isn't suitable for fabrics.
It works great for house numbers painted on curbs, though.

Yes, but you're much better off buying reflective cloth tape and
sewing it on where you need it. Most reflective *paints* require a
nonflexible surface; they flake immediately when applied to something
that changes shape after it dries. Reflective inks have nowhere near
the reflectivity of the manufactured reflective cloth tape. The
reflective foil used in manufacturing many sports jackets and other
items is not possible to apply without special equipment.

I've tried a couple of the reflective inks. Don't expect them to
provide results that improve cycling safety; they aren't good enough.

They also require curing at about 375F to 400F for 90 seconds, which
is difficult to achieve without the appropriate kind of textile ink
curing oven. (On synthetic fabrics, they're difficult to cure without
scorching the fabric; very close temp and time control is required.)

In fact the adhesive tape is just fine for clothing. SOLAS reflective 3M
Coast Guard tape is used in emergency marine/aircraft environments and
can be purchased in adhesive-backed form:
