Aren't they top trumps rather than happy families?

Yes, but Top Trumps cards do also have quartets so they can
be used for happy families/go fish type games. (I don't
remember whether they did back when I was at primary school,
    but new ones do.)

Top Trumps always had 'sets' - can't remember if they were
sets of 4 or more though. There were all sorts of variations
on the standard game of trumps involving sets and whatnot.
