Rear Wheel Spoke guard

Replace it if you must otherwise just remove it and keep your
derailleur adjusted. If you do remove it you may have to add a spacer
so your freewheel remains in the proper alignment. With some of them,
when the plastic is badly deteriorated, you can easily break off the
plastic part retaining just the central metal portion to act as a
spacer and spoke guard.

I don't have one on any of my bikes, though do have some chromed ones
attached to the walls of the shop.

How can spokes rub the spoke guard? The spoke guard rotates with the wheel.

It must be some construction I haven't encountered yet.

It's there to keep the derailleur out of the spokes, rather than the chain.

Just replace it, they only cost a couple of bucks. In fact, your LBS
may have a box of them, last time I needed one, they gave me a used
one, because they didn't have that size in stock. I cleaned it up and
it looked like new.

Anyway, they shouldn't rotate against the spokes, so there may be some
broken clips.

Many people don't use them, but I am not that confident in my
derailleur setup abilities. They are cheap protection and the new
clear plastic ones aren't as ugly as the old metal pie tin type.
