Just replace it, they only cost a couple of bucks. In fact, your LBS
may have a box of them, last time I needed one, they gave me a used
one, because they didn't have that size in stock. I cleaned it up and
it looked like new.
Anyway, they shouldn't rotate against the spokes, so there may be some
broken clips.
Many people don't use them, but I am not that confident in my
derailleur setup abilities. They are cheap protection and the new
clear plastic ones aren't as ugly as the old metal pie tin type.
