I have recently bought a second-hand Cannondale Super V 700SX with Magura (CLARA) disc brakes on the front and rear. The front brakes work fine, single finger lock-up. The rear brakes take a lot of effort (full hand squeeze) to lock-up. I have bled the brake line twice, ground back the pads to ensure a clean & flat contact surface. The pads are correctly adjusted to just touch the disc.

Even tho you have bleed it, I bet you still have an air bubble in the line or caliper. It only takes one to screw it up.
do the brakes feel "spongy"? is there a lot of travel in the lever before the brakes start to engage? can you get the lever to "bottom out"? if none of these, it is not a "bleed problem".
could be that there is contamination on the brake pads that is not removed by sanding off the surface. I'd clean the rotor with alcohol and put in a new set of pads.
From what you said, I doubt it is air in the brake line, There is a little slop initially, but I cannot bottom the lever out!. I bought some new pads and put them in today ... seems a little better, I will see how they go after I run them in tomorrow on a longish ride.
