This had crossed my mind (and was also suggested by my son). I've got
a Bob Yak (and am not afraid to use it). Certainly could be an option
for the younger riders. The older scouts recently did a 25 mile hike,
with 9kg kit each, over a weekend, so should have the stamina.

Depending on how off-road it is [1] other (two wheeled) trailers
which you can scrounge might also be suitable. You might be able to
find a few in the area. They would not have to carry much and
replacing the rucksacks with plastic bin bags would reduce the
weight and volume. The super-fit leaders might also have panniers
which could carry some of the kit.

I think that sweaty backs from cycling with a rucksack might put
them off cycling in future.
